[ARCHIVED] Important Information About the Greenburgh Revaluation Exemption

Earlier in the Summer, the Town of Greenburgh, with the assistance of the New York State legislature, implemented an exemption to assist residents who experienced a significant increase in assessed valuation associated with the Greenburgh Town-wide revaluation. The exemption, commonly known as a phase-in, generally allows the excessive increases in assessments that some residents have experienced to be phased-in over three years.

There are specific requirements in order to be granted a “phase-in” exemption, the most significant of which are:

Full value assessment must have increased by 25% or more due to the revaluation.
Property is a 1, 2, or 3 family home and is the primary residence of the owner(s).
No outstanding property taxes as of May 1, 2016.
Property qualifies for a Basic STAR exemption.
Property must have a valid Certificate of Occupancy (or valid substitute).
Property must not have any known building code violations.

* In order to satisfy the last 2 requirements, an interior inspection may be required.

If you believe you qualify for this exemption and you are interested in applying, please download the form directly from the Town of Greenburgh (see link below).. The Clerk’s office in the Irvington Village Hall also has a supply of forms and can assist you in filling out the form. To complete the form, it would be helpful to have the original revaluation notice that was mailed to each home owner by the Town of Greenburgh back in March. That letter included information about your old assessment, new assessment, and a projection of your new property tax amount. The Clerk’s office is open from 9am to 4pm Monday through Friday and can be reached by phone at 914-591-7070 or email Brenda Jeselnik at bjeselnik@irvingtonny.gov.

In addition, if you do not have a copy of your Certificate of Occupancy, the Irvington Building Department may be helpful in locating this information. Please stop by between 8:30am and 4pm Monday through Friday or call 914-591-8335 or email Sarah Palermo at spalermo@irvingtonny.gov.

Exemption application forms, including all supporting documentation, must be received by the Town of Greenburgh Assessor by September 15, 2016. The Irvington Building Department has been extremely busy responding to requests for information associated with this exemption, so I urge you to start the process early. Do not wait for the last minute!
