2017-18 Priorities
To All Our Fellow Residents,

At the beginning of each fiscal year, your Board of Trustees establishes its working priorities for the next twelve months. While the focus of our activities is subject to modification if major new developments emerge, we want to provide as clear a picture of our goals as we can at the outset of each year. 

For the fiscal year beginning June 1, 2017 the Board has outlined six broad areas of work:
- Comprehensive Planning Review
- Sound Fiscal/Budget Planning and Service Efficiency
- Quality-of-Life Enhancement
- Support for Affordable Housing 
- Improvement of the Downtown Environment & Economy
- Support of Sustainable Polices & Practices

Each of these areas are encompassed in the outline below. We sincerely encourage your thoughts on our priorities and how best to implement them, and invite you to attend Board meetings and work sessions.  The schedule and agendas are posted on the Village website, and all meetings are recorded and available for view.  We also invite your participation as a volunteer on one of the Village’s various committees, or in some other capacity appropriate for you.

The BOT’s Priorities and Specific Activities

Areas of Primary Focus

1. Complete the update of the 2003 Comprehensive Plan to help guide our future growth; identify, study and prioritize those areas in need of update.
2. Complete necessary repair and restoration work on the Irvington Town Hall.
3. Complete the current Main Street Streetscape projects (Aqueduct Crossing, Town Hall Theater Plaza, Wayfinding design).
4. Complete a comprehensive restructuring of all parking regulations in the downtown area and provide improved signage. 
5. Complete collective bargaining agreement with the Police union.
6. Publicize the new regulations and the way to apply for conversion to In-Law Suites and Accessory Apartments. Publicize the availability of affordable units in, or soon to be in, Irvington. 
7. Address special constraints at the Irvington Fire House and the DPW and begin relocation investigations. 
8. Support the development of plans for an improved Irvington Town Hall Theater entranceway and provide a budget for air-conditioning to expand the use of ITHT during the summer.

Ongoing Initiatives

1. Implement a public education effort on currently available tax and business advantages available in the Historic District and investigate tax advantages for historic properties outside the Historic District. Seek grant opportunities for these initiatives.  
2. Review the Historic District Committee’s draft of a Local Landmarks law.
3. Continue efforts, such as Slow Down Irvington and Walk Safe Irvington, focused on improving traffic and pedestrian safety through education, physical changes to roads, sidewalks and paths and the enforcement of these initiatives.
4. Revise the sign code to reflect practical corrections and clarifications.
5. Continue land use and infrastructure projects:
o Revise the zoning map to allow for the construction of a parking lot adjacent to the Stanford White building (50 South Buckhout Street). 
o Complete the installation of enhanced crosswalks at Broadway/Heritage Hill and Broadway/Main Street intersections. 
o Work with Mercy College and Metro-North to complete the installation of a sidewalk on Hudson Road West. 
o Complete the replacement of the Barney Brook culvert where it crosses beneath Station Road. 
o Research and enact additional rock chipping regulations. 
6. Implement improved security in Village buildings and facilities. 
7. Implement a redesign and upgrade of the Village’s web site. 
8. Review and enhance Village emergency preparedness.
9. Expand efforts and outreach and review of grant opportunities to find partners (municipal, non-profit or other such as Lyndhurst, Metro North) to increase regional tourism, including heritage tourism. Look for ways to leverage awareness of, and visitation to our historically interesting resources such as the renovated Tiffany Reading Room, the Irvington-Hudson River Tiffany Trail on-line resource, and our other historically and architecturally significant properties. Leverage our recreational facilities (Hudson River access, Old Croton Aqueduct with enhanced Main Street Plaza, woods and trails) and unique businesses for grants and projects to enhance our business and waterfront districts. (Fix sidewalks, add trees, create mini parks and social spaces)
10. Expand on our reputation as a film friendly Village to continue to attract film opportunities.

Long-term Goals

1. Implement changes to operations, technology and policies that will upgrade the efficiency and reduce costs of Village departments.
2. Update the process for building/renovation permits and site approvals. 
3. Review, update, prioritize and track status of Village’s Environmental Action Plan on a continuing basis.
4. Support inter-municipal and regional sustainability and climate-change planning efforts.
5. Undertake a phased, fiscally prudent implementation of recommendations contained within the Main Street Streetscape Design report beyond the current projects.
6. Continue to expand zoning and other regulations and approaches that will help moderate-income individuals and families to be able to afford housing in Irvington. 
7. Perform long term Departmental planning, including periodic reporting to the Board of Trustees.
8. Support the activities of the business district by increased Village informational outreach to businesses. Provide support to encourage the creation of a local business organization and other non-profit groups working to improve business in the Village. 
9. Create a long-term improvement plan for Matthiessen Park.
10. Maintain and upgrade Village infrastructure including roads, sidewalks, storm drainage, and the water and sewer system.
11. Encourage increased volunteerism on committees, boards and working groups. Periodically review the mission and work of volunteer committees and provide support as needed. 
12. Pursue connection to the County’s RiverWalk and explore enhanced public access to the waterfront. 
13. Work closely with local and regional tourism and development organizations, such as Historic Hudson River Towns and our neighboring villages, to develop programs and initiatives that will bring more visitors to Historic Irvington. Encourage on-line, Smart Phone apps and other technology efforts. 
14. Review Village operations to ensure conformance with sustainability goals.
